Who We Are
The residential suburb of Overkloof is situated in the Hout Bay valley, twenty kilometers from Cape Town. The community-driven suburb is determined to ensure that the safety, values and diverse culture of the area endures. Only a few minutes drive from numerous wine farms, white sandy beaches and the historic fishing harbour, Overkloof is known for its open and familial atmosphere.


Overkloof Security Committee
The Overkloof Security Committee was established in 2016 after a number of residents united to implement better security initiatives in the area. The purpose of the committee has evolved since its inception, as it now focuses on the broader well-being of the community too. This includes the commitment to social progress; the implementation of various safety measures and controls; contributing to the surrounding community and property values, and taking responsibility for environmental issues and concerns. The committee is funded by local residents, and currently invested in realising the SRA initiative. The Overkloof suburb has a total of 70 properties stretching from Main Street up Chestnut Drive, incorporating Blackwood Drive and Close, Cedar Close, Roan Avenue and Bridoon Close.
These are the current achievements of
the Overkloof Security Committee
- Regular meetings
- The establishment of a Localised Security Scheme (LSS)
- Twenty-four-hour surveillance
- Twenty-four-hour armed response for contributors
- The implementation and maintenance of a number of monitored cameras around the Overkloof suburb.
- Providing proactive response to emergencies
- Setting up on the Overkloof Community Improvement District (CID)

CID
Our ongoing commitment to the community and our vision to sustain and further develop shared value has culminated in having Overkloof listed as a Special Rating Area (SRA) or Community Improvement District (CID) . This is a partner initiative with the City of Cape Town. It allows a percentage of the rates collected from the community to be accessed by the CID and used directly in our suburb.
- As a sustainable model, a CID will provide necessary resources for the community, since it does not rely on the good will of a portion of the residents.
-It establishes the appropriate lines of communication to interface more effectively with the municipality. This not only allows the community to determine their own needs but also augments the services currently offered by the municipality. For instance, motivating for better services like road maintenance, repairs and urban maintenance.
-The CID is also a platform for residents to provide feedback and contribute to the upliftment of Overkloof, and as an added benefit, special rating areas are known to increase the property values of locales.

Membership of the Overkloof Community Improvement District NPC (“OCID”) is open to all the property owners, who are encouraged to apply for membership so that they exercise their rights to influence the business of the OCID.

Membership cannot be denied and the property owner is entitled to attend, participate and vote at the Company meetings held under the auspices of the Companies Act. Should a member be unable to attend any of the meetings they may give another individual their proxy to attend and vote on their behalf.

Where a property is owned by a legal entity other than a natural person (eg a company or trust), a resolution is required authorising the a natural person to represent that legal entity. Property owner non-members may attend and participate but cannot vote and as such may thus have limited influence on the OCID’s activities.
